Andrew Boraine is Chief Executive of the Cape Town Partnership, a public-private partnership that focuses on the regeneration of the Cape Town Central City. The role of the Partnership is to develop, manage and promote the Cape Town Central City as a leading centre where all can participate in and benefit from commercial, retail, residential, cultural, tourism, education, entertainment and leisure activities.
The Partnership manages the work of the Cape Town Central City Improvement District (CCID), a pioneering urban management vehicle, as well as the innovative Creative Cape Town programme.
One of the projects that Andrew is currently involved in is planning and designing a new Economic Development Agency (EDA) on behalf of the Western Cape Provincial Government.
Andrew Boraine is Adjunct Professor at the African Centre for Cities , School of Architecture, Planning and Geomatics, at the University of Cape Town.
From 2001 to 2003, Andrew Boraine was Special Advisor to the Minister for Provincial and Local Government (renamed Cooperative Governance and Traditional Affairs in 2009) in South Africa on city development strategy and urban policy. In this capacity, he conceptualised and coordinated the establishment of the South African Cities Network (SACN), a knowledge-sharing organisation linking South Africa’s nine largest cities. The Cities Network focuses on city development strategies, and publishes the influential South African State of the Cities report (2011 edition out now).
Andrew Boraine was City Manager of the City of Cape Town from 1997 to 2001. Prior to this, he was Deputy Director-General in the Department of Constitutional Development in charge of local government, where he helped to draft the Local Government Chapter in the South African Constitution and the White Paper on a new democratic system of Local Government.
Andrew Boraine has been involved in South Africa’s community, political, local government and urban development processes for the past 35 years. He has delivered papers on city and urban development strategy at a range of international workshops and conferences organised inter alia by Chatham House, London, Gothenburg Municipality, Sweden, the Urban Age Project, Improvement and Development Agency for Local Government (UK), Institute of Governance and Public Management at Warwick Business School (UK), Cities Alliance, World Bank, United Nations, UK Government and USAID. He has taken part in the Organisation for Economic Cooperation and Development (OECD) Local Economic and Employment Development (LEED) Programme Urban Missions to the Cities of Belfast, Derry and Barcelona.
Andrew is Chairperson of the Board of the Cape Town International Convention Centre (CTICC) and serves on the Boards of the Development Bank of Southern Africa (DBSA), the DBSA Development Fund, Accelerate Cape Town (ACT) and the Washington-based International Downtown Association.
Andrew is a graduate of the University of Cape Town, and is married to Nike Romano with two children, Mano and Angelo.
